A Message from Your Principals Welcome to the Sam D. Bundy Family. This handbook is written specifically for you. It provides for you information you will need to better understand your role and responsibility in helping the Sam D. Bundy Family achieve our goals. Forms, Signatures, Compacts: We ask that you and your parents sign the Student-Parent-Teacher-Principal Compact. Please complete and return requested paper work to the school. This is especially true of demographic information including current address, phone number, and emergency contacts. Transportation and Drop-Off Authorization: In order to reduce confusion, simplify movement, and keep all children safe, we ask that everyone adhere to the rules and regulations set forth in this hand book. Parking is prohibited in areas marked as handicapped, reserved parking, or under the covered walkway off of Davis Street. Private vehicles are not allowed in the bus parking lot or in the drop off area in the rear of the building (off Davis Street) where our handicapped buses load and unload. Vehicles parked in these areas will be towed at the owner ’s expense. All 911 calls are routed to the Davis Street entrance by the principal’s office.Extracurricular Events: Parents, volunteers and community partners are encouraged to participate in designated school functions and events. Budgeting for student refreshment and supplies is limited therefore certain events will be closed for student participation only. Student confidentiality and safety must be safeguarded and protected at all times. This includes student socials, end-of-year celebrations, and quarterly celebrations. If you have questions, please ask for clarification. Always tell the truth. Good behavior is expected in the classroom, in the hallways, on the playground, on the school bus, on field trips, and at all activities, programs and other school sponsored activities. Respect the property and privacy of others. Stealing, bullying, threatening, verbal, physical and sexual harassment, inappropriate touching, cursing, insulting, pushing, discourteous signing, or frightening others are not allowed. Suspended students are not allowed on the campus unless authorized by the principal. Objects that frighten or hurt people should not be brought to school (no play knives or guns). Don ’t leave school with anyone except your parent or a designated guardian.Come to school on time every day. A "Bobcat" of Character" Always:Strives for excellence. Takes pride in themselves and their school. Keeps their environment clean, safe, and orderly. Is respectful and courteous to others. Is honest. Follows school rules while at school, on field trips, and on the bus. Follows the Golden Rule. Daily Schedule and Routines Your school day begins at 7:35 a.m. and ends at 2:10 p.m. Parents please be on time for pick up and drop off of your children. Students entering the classroom after 7:45 are considered tardy. Tardiness is rude, disruptive behavior. It keeps others from learning and causes unnecessary hardship on teachers. Students receiving unexcused tardies will be assigned to CARE until the teacher completes her morning focus lesson. Students missing the lesson will receive a failing grade for the lesson missed. Students, who arrive after 7:20, should eat breakfast at home. School Traffic In order to minimize congestion, simplify movement, and protect our students from harm, traffic should either (1) be dropped at the Bundy Drop-Off station near sidewalk where transportation monitors are located, or (2) enter the Bundy-Sugg campus from the eastern driveway. Drive down and drop off/pick up your child in front of the main entrance to the school. Then exit out the western driveway and turn right. Please do not park in handicapped or reserved parking areas located in the front and rear of the building. Violators will be towed at the owner ’s expense. All 911 calls will be routed to the back of the building in the circular driveway by the principal’s office. Personal vehicles are not allowed in the bus loading and unloadingparking area . Violators will be ticketed and towed.Coming To School Is The Law: North Carolina Compulsory Attendance Law PCS/SDB Attendance Policy Coming to school is important to your performance. Students are required to attend 160 days of the 180-day term. The following steps will be taken for unexcused tardies: Three (3) unexcused absences parents will receive a letter from the principal. Six (6) unexcused absences, the principal will notify parents by certified mail and report absences to the school social worker. Ten (10) unexcused absences parents will be sent a third certified letter and an official inquiry would begin to determine if and why there is a violation of the NC School Compulsory Attendance Law. Pending the results of the principal ’s investigation, the District Attorney or the Juvenile Mediation Hearing Officer will be notified. Students who have 21 absences will not meet local promotion standards.Perfect Attendance means "all day every day". Please note that early checkouts and late arrivals will violate the "perfect attendance" criteria for student recognition.

Student Arrival Students are not to arrive on the campus before 7:30 a.m. unless they plan to eat breakfast. Staff reporting for early duty arrives at 7:20 a.m. to prepare for the 7:30 opening. Buses are scheduled to arrive at 7:20 a.m. Students arriving on the buses will be admitted into the cafeteria or multipurpose room only. Walking and private transportation students arriving between 7:30 and 7:45 should report directly to their classroom. To avoid hallway congestion, students will be released to classrooms in the following order: 5th grade, 3rd grade, and 4th grade. Absences, Check-In and Check-Out Students must check-in at the office if they arrive at school after 7:40. They are also required to checkout before leaving the school campus. The sign-in and sign-out book is located in the office. Students should bring a note written and signed by the parent giving a reason for the absence, tardiness or check out. This information is used to determine whether the absence is excused or unexcused. Parents are required to personally check their child in and out of school unless written permission is specifically granted on the student information sheet. No one will be allowed to check out or transport a child without the written consent of the parent or legal guardian. Daily changes in transportation should be requested in written form. You may fax t your changes by calling 753-2812. We will make no assumptions regarding the safety and welfare of a child. Make-Up Work It is the responsibility of the student and parent to make arrangements with the teacher to make up missed work while out of school for excused or unexcused reasons. It is the teacher ’s responsibility to maintain a file of all missed work for each student. Missed assignments will be sent home with the child or parent. All work should be made up within 3 days unless the teacher and/or principal approve other arrangements. Tests and graded classwork will be made up at school within three school days unless the child is out for an extended time due to sickness, death in the family, or some other documented family crisis. The counselor and social worker will check on students with three consecutive absences unless the school is notified. Homework or class work will not be made up once the grading period ends. Family travel is not excused as educational travel unless they are prior approved and/or sanctioned by the school administration and Pitt County School Board of Education. Make sure you ask your child’s teacher how you will be notified in writing of missing homework.Bundy Bus Transportation IMPORTANT: Due to safety, liability, and expense, buses are allowed to make only one trip per day to pick up and drop off students. Parents/guardians who can ’t be at home when the bus arrives should make arrangements for the supervision of their children until they arrive home. Students are not to ride the route and drivers are not to make extra trips. Drivers and monitors on exceptional buses are to remain on the bus at all times. School personnel are not to enter any home to provide assistance for dressing or transporting students to the bus stop. Violation of this rule can result in suspension of transportation for your child.Bus Routes and Scheduling Bus routes are computerized through the TIMS (Transportation Information Management Office). Therefore, no routing changes will be made without the authorization of the Office of Transportation. Phone calls requesting changes in bus transportation are discouraged. Changes can be accommodated if made in writing 24 hours in advance. This procedure is a requirement under the state mandates outlining school liability and safe schools policy/procedures. Requested changes must be given to the principal in writing by the parent and/or guardian 24 hours prior to the requested change. Please thoroughly review the Bus Rules and Safety Regulations with your child. Bus Safety Rules Stay in your assigned seat. Keep your hands and feet to yourself. Talk quietly and speak kindly to others. Don ’t touch others or their property.Obey your bus driver. Do not use profanity or make profane/vulgar gestures Report concerns to your bus driver and to your teacher immediately. Do not eat or drink on the bus. Treat others the way you wish to be treated. Respect school bus property Student safety on the bus will be maintained at all times. Chronic violations of bus rules and/or disrespect and disobedience to the driver will result in removal from the bus. If a student is removed from the bus for behavior violations it will be the responsibility of the parent to provide transportation to and from school. REMEMBER: Riding the School Bus is a Privilege! Appropriate Bus Behavior Will Be Enforced Bus Discipline (Per Year) Violation of bus rules will result in the following action: First Offense: Warning issued to student and the parent by phone or letter. A conference may be required depending on the nature of the infraction. Second Offense: A conference with the student and parent maybe be required depending on the nature of the infraction before the student will be allowed to ride the bus again. Third Offense: Suspension from the bus for 3 to 5 days as determined by the principal or assistant principal Fighting, threatening, inappropriate touching, or any other act of willful aggression on another student or driver will result in immediate suspension from the bus for a period of 5 days or longer as determined by the principal. Behavioral offenses that fall under Categories II, III, and/or, IV of the Pitt County Board of Education Policy will result in immediate suspension from the bus and/or school depending upon the offense. The principal, in accordance with Board Policy, will determine the length of the suspension. You must follow these rules so you and others riding the bus will be safe. Failure to do so will endanger the lives of others as well as your own. This is not allowed. Dress Code: Students and visitors on our campus are expected to dress appropriately while on our campus. Please dress appropriately in clean and comfortable clothing. Tank tops, mid-drift exposure, short-shorts, and miniskirts are not allowed for students. Pants should be worn around the waist, not on the hip or below the waist. No hats or headgear will be worn in the building unless prescribed medically by a physician and approved by the principal. Belts must be worn with baggy pants. Safe shoes must be protective and safe. Clothing that disrupts instruction or creates safety problems are not allowed at school. Parents are asked to dress in casual business attire when visiting the school. Remediation/Acceleration In an effort to individualize instruction, we plan to implement school wide acceleration and remediation throughout the school year contingent upon budget allocations. Friends of the Bobcats---PTA Parents, volunteers, and teachers are encouraged to join. Visitors on Campus In the interest of school safety, security, and instruction we ask that all visitors, including parents, report to the office before entering the classroom. Disruptions to classes and unscheduled visits are not permitted. Parents are encouraged to visit their children at school after focus, which varies throughout the grade level. We ask that you be respectful of the instruction that is taking place. Always come to the office and sign in each time you leave and reenter the building. Upon sign-in you will be issued a visitor ’s pass that specifically states the time, date and purpose of your visit. Parent/Teacher conferences must be scheduled in advance and cannot be held during the instructional day other than during the teacher’s planning time.Parties Parties are discouraged, but incentives/treats are encouraged. Treats shall be scheduled the last 30 minutes of school, during lunch, or at other non-instructional periods. The teacher, in accordance with the school wide schedule and instructional focus, approves of all arrangements for parties. All treats must be purchased and/or packaged. Homemade treats are no longer allowed. Parties and celebrations shall be scheduled in the cafeteria or outside. Balloons Please do not send balloon bouquets to school. Balloons cannot be transported on buses and require substantial space for storage Field Trips Field trips are considered extracurricular events. They are not required and are considered optional activities. Students are encouraged to participate in field trips. However, poor behavior and inappropriate conduct will result in non-participation for students exhibiting such behavior. Fees paid by the student for participation in a field trip will be returned if possible. However, fees will not be returned if the fee is non-refundable to the school. Student participation in extracurricular events will be determined by the students ’ ability to represent themselves and SBES in a positive and respectful manner.The principal will determine participation approval for students who have been suspended from school due to aggressive, disruptive, and disrespectful behavior. GOOD BEHAVIOR = PARTICIPATION Bringing Money to School Give money to your teacher or teacher assistant. Ask for a receipt. Do not show anyone your money. Keep it in your pocket. Never leave it in your desk. If your teacher or teacher assistant is not at school, take your money to the office and ask for a receipt. A substitute teacher does not receipt money. Discipline Plan Students at SBES are to behave respectfully toward their peers and school staff. No one will be allowed to stop or disrupt the teaching and learning process. The following consequences will occur if violations consistently occur. They are as follows: The teacher will develop, post and explain her/his classroom discipline plan with students, parents and administration outlining details of the plan. A copy of the teacher ’s plan will be filed in the office with emergency lesson plans, rosters, etc. The teacher will handle violations of the classroom discipline plan if possible. Written notification to the parent will be made in the manner agreed upon by the teacher and parent. The teacher may call the parent, in addition to writing a note, if the offense disrupts instruction or posses a safety/health threat.E-mail/teacher website/Class notes will be checked daily for messages. Student Planners (4th and 5th grade) and homework folders including behavior notes will be sent to the parent for their review and signature. A second violation or disruption will result in the principal being notified. A parent will be called to school for a conference. The student will be placed in C.A.R.E. (Center for Academic and Reflective Education) until the parent can schedule a conference. Upon the third offense, a required conference will be held with the parents before the child will be allowed to return to class. Both parent and student will meet with the principal/and or guidance counselor. Parent shadowing, detention, C.A.R.E., or suspension are among the possible consequences. Parent shadowing means parents must accompany their child to school for the entire school day. A parent shadow must be a legal guardian. Behavioral violations that fall into Category II, III, and IV will be handled directly by the principal upon referral of the teacher, legal and social authorities will be called if abuse, violence or force is used or threatened. Serious Violations Regarding Student Safety Students who initiate fights (either physically, or verbally), consistently and intentionally disrupt the teaching/learning process, disrespect staff, sexually harass, intimidate, extort, use profane language and/or vulgar gestures, or threaten other students or staff; will be removed from campus immediately until a complete and thorough investigation can be made. If it is determined that an assault has been made and/or an affray has occurred law enforcement will be called and the student (s) will be charged. Suspension for such offenses will be made for a period of time contingent upon the seriousness of the offense, circumstances surrounding the offense, special program placement and student's discipline record. SPECIAL PROGRAMS Accelerated Reading AR reading is a school wide motivational reading program where student progress is assessed weekly to determine their appropriate reading level and gains. AR reading counts 20% of the reading/communication grade in 5th grade, 15% in 4th grade and 10% in 3rd grade. The Comer Child Development Model (CDM) This model of academic and character education is based upon the philosophy of Dr. James Comer, Yale University Child Development Center. The CDM is a nationally recognized model that embraces the development of the total child through developmental pathways that include emotional, physical, social, ethical, aesthetic and cognitive. The Comer Model also encourages the development of character education through individual responsibility, shared ownership, consensus and no-fault. Literacy Standard Course of Study LC is a nationally recognized model of teaching reluctant, at-risk students communication skills in reading and writing. SDB implements the balanced literacy framework as found in the NC Standard Course of Study. Accelerated Math AR math is an advanced computer management program designed to assess, reinforce, and supplement regular classroom math instruction for grades 3-5. AR Math counts 20% of the nine weeks average. Awards and Honors "A" Honor Roll Criteria: An average 93-100 (all A ’s) in all subjects and S or above in classes where numerical grades are not used" B" Honor RollCriteria: An average of 86-92 (A ’s and B’s) in all subjects and S or above in classes where numerical grades are not usedMost Improved Student Award Criteria: Demonstration of significant academic progress in reading, math and written language Perfect Attendance Award Criteria: Perfect school attendance for "all day, every day" the entire marking periodCriteria: Character Award Demonstration of good citizenship, great effort, good attitude, and leadership Quarterly Recognition Assembly An Academic Assembly will be held each nine weeks. Recognition will be paid to students who achieve A, B, or "Exemplary" academic and character (behavioral) progress. Students whose violate our demonstrate unsatisfactory character by violating the student code of conduct will receive their honor roll certificates but will not be recognized publicly in school wide recognitions and incentives.Grading Grades are based upon a 0 to 100 scale. Homework, class work, and test scores are proportionately calculated. It should be noted that an 86 to 92 (B) is considered a level III, and a 92 to 100 (A) is a level IV. You should read carefully all information on grading sent home by your child ’s teacher(s). If you don’t receive information about grading, ask to see it no later than the end of the second week of school. Nine weeks tests, AR Math and AR Reading grades are averaged in to the nine weeks grade.Please refer to the Pitt County Student Handbook for Academics and Conduct. The NC Standard Course of Study SBES adheres to the NC Excellence School Act, Federal No Child Left Behind Law, Pitt County Board of Education, and NC State Board of Education Policies on following the North Carolina Standard Course of Study, ABC ’s end-of-grade testing mandates and federal AYP benchmarks.Homework Students are expected to complete homework as assigned by their teachers. Homework should never be new information, but should reinforce skills already taught in the classroom. Homework will be calculated in the final nine-week average. Teacher discretion will determine its percentage weight in the final grade. Write-offs are not considered appropriate homework and are not allowable. Student Records Parents and guardians may view student records upon written request. The principal or a designated staff member must be present while records are being examined. Contagious Disease/Immunization It is the responsibility of the principal to protect the health of all students attending SBES. All students must have all required immunizations. Failure to do so will result in suspension from school, notification of the Department of Social Services, and the Health Department. Parents should report known or suspected contagious diseases or illness to the teacher and the principal. Students who are infected with head lice, impetigo or other infectious/contagious diseases are not allowed to return to school until a medical technician, physician or school nurse provide documentation that the child is no longer a health hazard to other students and personnel. Long-term illness should be reported to the principal or counselor so homebound services can be investigated. Free and/or reduced lunch applications Every qualifying application means extra federal funding for our school. Thousands of federal dollars are helping to fund schools all across the nation. Please take the time to complete this application. Remember: Your application could provide Bundy with additional federal dollars! Balanced and nutritious meals are prepared in the cafeteria daily. SBES serves breakfast and lunch Breakfast is served daily from 7:20 to 7:35 for walking/private transportation students. Bus students will eat upon their arrival. Lunch is served daily from 10:10-10:30 and from 11:20 to 12:17. Lunch and breakfast money should be sent on Monday for the entire week. Charge accounts must be paid weekly. Please Remember: Applications for free and reduced lunch are due 5 days after school begins. The District Central Office must approve them. If your financial status changes (divorce, lay off, medical, etc) you may apply at any time for free/reduced meals. Enter and leave the cafeteria in an orderly and quiet manner. Stay in your seat while eating. Talk quietly after lunch is over. Use good manners. Clean your eating area when finished. Be courteous to the lunchroom employees. Follow the directions of the lunchroom manager and your teacher. First Aid Designated personnel trained as "First Responders" will dispense general First Aid in the office. However, student ill enough to go home will be escorted to the office by the teacher and/or assistant. Parents will be called. No medications cannot be given without proper verification, logging and written directions from the prescribing doctor. This includes over-the-counter medication as well as prescriptive drugs.Medications Appropriate school personnel will administer all medications. Medications should be delivered to school by the parent or another adult. Aspirin cannot be provided or distributed by any of the school personnel in accordance to our Safety and Liability Policy .
Change of Address and Phone Number Please keep us up-to-date when you change your address or phone number. It is necessary in order to maintain the safety and report the progress of your child. A seating fee of $2 will be charged to cover the cost of the proof (5x7) that will be sent to parents when student pictures are ready. Please remember school pictures are our biggest fundraiser. School Insurance Accident insurance is available to our students. You have a choice of a 24-hour or school day only plan. Information sent to you on either plan. School time coverage for a year is $13.00 and 24-hour coverage is $68 REMEDIATION PROGRAM (BITS) Bobcats Improving Test Scores (BITS) is a remediation program held after school on designated days. The purpose of the program is to improve student performance in areas outlined in the NC Standard Course of Study and evaluated on nine-week tests, EOG tests and NCLB standards. Students who are not meeting local, state and federal standards will be evaluated/screened for possible participation. Bobcat Academy Bobcat Saturday Academy is a remediation program taught from 9:00 a.m. to 12:00 p.m. on Saturdays (contingent upon available funding and highly qualified personnel). The purpose of the program is to improve student performance for students who are not meeting local, state and federal standards. Intensive Remediation (I.R.) Intensive remediation is an academic scheduling strategy, which operates intermittently daily from 7:45 until 2:10. Its purpose is to provide intensive tutoring and acceleration. Instructional staff is assigned to instructional teams to work in the areas of reading, math, and writing. TAG Talented and gifted instruction will be infused into regular class instruction in order to prevent students from missing instruction in the core academic areas of reading, writing and mathematics. However, special instruction will be offered to eligible students in cluster "focus" for the purpose of acceleration and advancement.STRIDE STRIDE is an acronym for xxxx. It is a special program for students who meet rigorous guidelines for academic acceleration. Strid e students meet on Thursday for acceleration.
Volunteers Needed Volunteers are needed to help with instructional focus, monitor student behavior, assist with general campus supervision and work individually with students. Please contact the school counselor if you would like to become a Bobcat Volunteer. FERPA: Family Educational Rights and Privacy Act A copy of the Pitt County Public School ’s policy regarding FERPA ensures that eligible students (over eighteen) and the parents of eligible students, who are under eighteen, have the right to:Inspect and review the student ’s educational records.Request the amendment of the student ’s educational record to ensure that they are not inaccurate, misleading, or otherwise in violation of the student’s privacy or other rights.Consent to disclosures of personally identifiable information contained in the student ’s educational records, except to the extent that PCPS policy authorizes disclosure without consent.File a complaint concerning alleged failure by the Pitt County Public Schools to comply with the Family Rights and Privacy Act with the US Department of Education.
